Chernihiv Regional Centre "Revival" is a rehabilitation institution, the purpose of which is the implementation of rehabilitation measures to provide complex rehabilitation (habilitation) services to children with disabilities and/or children under the age of three (inclusive), who belong to the risk group for getting a disability ( in order to prevent the occurrence of disability), aimed at creating conditions for their comprehensive development, assimilation of knowledge, abilities, skills, achievement and preservation of their maximum independence, physical, mental, social, professional abilities with the aim of maximum realization of personal potential, including increasing the quality of their lives through support and support of children's families.

The basis of rehabilitation is the "Tandem - partnership" model, early intervention, as well as the model of the complexity of rehabilitation services (medical, physical, psychological-pedagogical, social, early career guidance) with the active participation of the child's parents.

The total capacity of the regional centre is 245 children. These are children of the city of Chernihiv and the region, as well as children from other cities.

Financing of rehabilitation activities for children of the city and region is carried out with funds from the regional budget.

In order to receive complex rehabilitation services at the Centre for children from other regions, their parents/guardians can apply to the local self-government body of the territorial community in which the child lives to enter into an agreement with the Chernihiv Regional Council on undergoing rehabilitation at the Centre. Services are provided at the expense of subvention from one local budget to another on the basis of this contract.

Children of the city, region or out-of-town can receive rehabilitation services at the expense of funds allocated from the state budget, in accordance with the Resolution of the CMU dated 27.03.2019 No. 309.
The parents/guardians of such a child only need to apply for comprehensive rehabilitation (habilitation) services in Centre according to the form approved by the Ministry of Social Policy of Ukraine, to the authorized official of the executive body of the village, township, city council of the relevant territorial community or to the structural unit for social protection of the population of the district state administration.

The cost of rehabilitation services is determined by the rehabilitation institution in accordance with the individual rehabilitation program.

The Centre is licensed to carry out economic activities from medical practice. Interacts with authorities, business organizations, volunteers, educational, medical, scientific enterprises, institutions, organizations and public associations, foreign charitable organizations that actively care for the health and social protection of children.
