Caring for children with disabilities

On the eve of International Day of People with Disabilities mentions the days when people with disabilities were as an outcast in society. This was especially true about children - due to the lack of rehabilitation centers they were virtually isolated from society, living in institutions or inside the family without getting proper care.

An absolute treasure of our country after its independence was the change in attitude towards people with disabilities and the legislative resolution of the right to rehabilitation and full life.

The management of the region and the city of Chernihiv always cared about children, especially children with disabilities.

Actively was supported joint project with foreign benefactors creation of non-profit Center "Revival", which received its first patient in June 1996. This is the first in Ukraine Center of complex rehabilitation of children with disabilities who experience joint decision of the Ministries who responsible for rehabilitation, it is recommended to implement the experience in other regions of Ukraine.

In 2006, the Center "Revival" started its activities as Regional Center. Today operates a rehabilitation complex, which daily take in about 200 children.

 

In recent years Regional Center develops powerfully. There are objective reasons. Economic and social hardship, adverse environmental factors, wrong lifestyle and achievements of medicine and saving lives of seriously ill children and children with extremely low body weight - led to an increase in disability both in Ukraine and in our region. Now in the region there are more than four thousand children with disabilities and each year more than five hundred children receive primary disability.

Therefore, in 2013, for state funds was built dormitory for the children of the region. This year continues the enlargement of the Regional Center through grants from the state budget, deputy fund MP of Ukraine, member of the parliamentary committee on health S. Berezenko and regional budget.

Today, the Centre is actively under construction, the overall design is estimated to cost 17.1 million. UAH.

 

The winner of the tender was the construction firm "UkrSiverBud", which committed to perform all work done with high quality and timely for 14 mln. 950 thousand. UAH. Reconstruction includes two additions to operating buildings, construction of a pavilion roof. Will be built kinesitherapy pool for children with cerebral palsy, Whirlpool block with five bathrooms, equipped rooms for group classes, acquiring social skills, physical rehabilitation, psychological and educational rehabilitation, extended hall for special events and more.

We are pleased with fruitful cooperation with state administration and care of the needs of children with disabilities the chairman Valery Kulich. It was on his initiative, given the need for the Centre to new premises, instead of the projected two-storey extension built three-storeyed. In early November, the solemn laying of the capsule into the wall of the new building. In the event took part people's deputy of Ukraine Serhiy Berezenko, chairman of the State Administration Valery Kulich, Chernihiv Mayor Vladislav Atroshenko, CEO of "UkrSiverBud" Victor Veresha who said that the reconstruction of the Center will be completed by June 1, 2017 - International Children's Day instead of scheduled date - December 2017.

This year, the Centre launched another major project for society - palliative care for children with incurable progressive diseases, mainly neuropsychiatric profile. The traditional approach to terminally ill child as helpless object of treatment or education deprives them from the ability of decent, albeit short, life. Today, most families with such children are left alone with their problems. In developed countries, there are children's hospices and palliative care hospitals, which provide child with support of vital functions, as well as psychological, social, spiritual help for a child and the family. After the reconstruction at the Center will operate such block of 4 beds.

The introduction of the new capacity will allow to take in a year additional more than a thousand children with disabilities receive the most effective rehabilitation in hydrotherapy, massage, integrative joint activities.

A strong physical infrastructure, a skilled workforce, working as a multidisciplinary team, stable relationships with charitable organizations in Western Europe as well as the continued support of the authorities of the City is a guarantee of quality and effective care for children with special needs in our region.
